By far the best place to buy corn is from a farmer. But, if you don't know any active farmers and don't care to go door to door, contact the local grain elevator or feed store. The will sell you bulk corn at a certain percentage over market value. The percentage over market value will be variable dependant on the amount of corn that is available on the market at the present time. For example in the late summer, before harvest, you will pay $0.80 to $1.00 per bushel over market price. After the harvest starts, if it is a good year and the harvest is large both the market price will go down, but additionally the markup will decrease.
